other guys insurance trying to rip me off?

the other guy made a left hand turn in front of me on a four lane road and i was int he slow lane and i hit the rear quarter panel of his car, he was cited with a ticket, and his insurance is saying since my car hit the rear of his car they say i had a chance to get out of his way, so the they are trying to deduct 10 percent of my cars worth out of my check for my totaled car, and also another 20 percent deducted because my car supposedly has a salvage title, but my title say nothing of the sort on it about being salvaged, my girlfriend has a salvage titles car and it say in big bold letter on it SALVAGE. He has progressive insurance, is the any way i can negotiate with him because he is acting like he wont budge on my settlement, any advise would be greatly appreciated, thanks

You can try, but they're saying you were only 10% responsible for the accident which sounds reasonable to me based on your description.
