Other party had no ins. or DL; no report filed yet


What is the name of your state? FL

I was involved in a minor traffic accident a few weeks ago. I was pulling up to a toll booth and there was a van in front of me who bypassed the booth without paying. The alarm went off after he passed. I pull up to the booth anyway, but the van stops and backs up into my front end. He admitted fault, but had no insurance on the van nor did he have a driver's license. Not knowing if I would receive any compensation if I filed a police report since he had no insurance, I decided to take all his information as well as his passenger and try to settle on my own. I also had them sign a hand-written contract, admitting their fault and responsibility to pay for damages. He ended up not paying for the damages. What is the best thing to do in this situation? Is it still possible for me to collect for the damages somehow? Also, in the even that this ever happens again in the future, do I just call the police to file a report even though they don't have insurance? Any help is greatly appreciated.
