paralell park accident

What is the name of your state (only U.S. law)?georgia .Tonight I was at a red light behind a car and light turned green and we both turned right.The car in front of me stopped no more than 20 ft after the turn and I also stopped.He then reversed and crashed into the front of my car,then went foward and parked in a alley and got out screaming "didnt you see me.I laid on the horn as soon as I saw reverse lights but he still hit me,he asked not to call police and I said my car is damaged.called police and they said I would be charged with accident because A vehicle paralelling "owns"the entire lane.This makes no sense.I was stopped and got backed into I recieved a ticket,Please make sense of this for me

Makes no sense at all. A reversing vehicle NEVER has the right of way, let alone against a STOPPED VEHICLE. You should contest the ticket and report the whole thing to your insurance company.
