Our daughter was coming out of her School parking lot and was in her lane when a girl pulled out of her parking space and hit her. The police did not issue her a ticket but listed her at fault in the police report. Her insurance company says they will only pay half of the damages to our truck. We also have medical bills for our daughter. Can they do that after she was listed at fault on the police report?

Yes. So, file a claim with YOUR insurance company and when this is settled sue the other driver and their parents for the deductible and any other expenses not covered by the insurance.
