Parking Lot Car Accident. Unusual

What is the name of your state? Ohio

This accident happened in a school parking lot. The scenario goes that there was a parking spot on the left side and one on the right side almost across from eachother. Car A was stopped in the right lane across from the left parking spot so car B went to its left side and all at just the same time saw that Car A put on his reverse lights and saw the parking spot on the left. Car B had pulled up further than the parking spot to back in. As car B was backing in he bumped into Car A who was only half if not a quarter of the ways in and facing forward (so he had to back up and pull in). There was no horn from Car A so assuming both cars were in motion.

Who is to be at fault?

Maybe because I was there it makes sense.

The cars were beside eachother. Car A on the right Car B on the left. The parking spot was next to them so Car A had to back up and then pull in facing forward. And Car B pulled up slightly and backed in but bumped car A while it was pulling in forward.

my guess is the car B the car that was moving in reverse and hit car A which was moving forward. did i win?

it really sounds like these two were fighting over a space and hit each other rather than give it up. chicken gone wrong.

Fault goes to the backing car, especially since the other car was already partially in the space so the backing car should have seen the other car moving into the space before starting to reverse.
