If I collide with someone in a parking lot, and there is no damage to my vehicle and a dent in their's, (damage less than $1000) am I liable? What are my responsibilities? Am I required to pay for all the damage? Isn't this considered no fault?

As IAAL always says: Stop practicing law. DOn't throw around legal buzz words and then say "I collide" because they don't mesh with each other.

Yes if you hit someone, wherever, you may still be liable.
