Phosgene gas exposure from working with freon.

Does anyone have any knowledge of Phosgene gas? My father in law is currently suffering from COPD and is on oxygen 24/7...he worked in appliance repair his whole life...and his exposure to freon was often...he used sodering torch to fix/replace compressors on refrigerators...not knowing at the time the Freon when heated produces a very dangerous gas called Phosgene...he is currently being denied compensation...they say that it is caused from smoking...he believes that his exposure to this substance also has something to do with his condition...do you know of any law suits or proceedings for this type of exposure??? he is in the process of getting a lawyer...and disability is going to reacess the situation...but i am just wondering!!!
