Previous damage in a car

What is the name of your state? Washington State

My Daugther Hit a minivan in a camp site KOA while driving a 4 wheeler pedal car, She was injured in the proccess and the car got two small (Dime size) paint chips in the front fender, which had already more damage that my daughther caused, she wants 800.00
for the whole front fender to be repainted. Is this right?

Please Advice.

Regardless of the other damages to the vehicle, your daughter is responsible for the damage she caused. If it costs $800 to repaint the bumper, then it costs $800. Your daughter is welcome to see how much a replacement bumper that doesn't need painting would cost.

If there was previous damage to the fender though, which will also be repaired in the process of repairing your damage, then you can make a deduction for "betterment". If you think that's the case, you could try talking to the guys at the body shop and see if they can tell you how much betterment she's getting. If they can't/won't help you, then you probably want to turn it over to your insurance company (your homeowners/renters insurance will probably cover this) since you don't really have the expertise to determine betterment on your own.
