I had a question about a scenario in a hit and run, and was wondering if anybody could give me the answer, and/or laws to back up the answer (and it doesn't have to be in NY, but preferably in Florida)

So suppose a woman runs over 2 kids, but it was not her fault. Lets say it was the kids who were negligent, and it wasn't preventable. So she definately knows she ran over somebody, but leaves the scene of the accident anyway. Is she in any way liable in a criminal or civil court? Does it make a difference if the kids are dead instantly, or could have been saved if she stopped and called for help? Does she have a duty to help them, even though the accident wasn't her fault?

Any info would be great, thanks.
