Florida- Is it standard for a PI attourney to charge 1/3 of the total settlement THEN all office and research fees on top of that? I feel I'm getting hosed.

It is done both ways, that's something to negotiate when you make your original fee agreement. It's not atypical to have the fees taken out after the 1/3. If you already signed the agreement allowing them to do it this way, I don't know if there's much you can do about it now.
