really mad and confused...

In Buffalo, Ny, I was invovled in a car accident which totaled my car and sent me and my passenger to the hospital in an ambulance and stuff, and also totaled my car. It was the other drivers fault. The insurance company that was put on the police report said they have no record of her, and my insurance co. can't get a hold of her, so they want me to pay for all my expenses up front and they said I might get reimbursed for them later, but I have no money to pay all these bills upfront now! (medical, towing, storage, rental car, etc.)
I have no transportation and I need it bad! I'm a full time college student with a 4 year old daughter, I need a car. What should I do? Please help....
