| Liability for an accident is a separate issue from your possible guilt from a traffic ticket. It is entirely possible to be found not guilty of the infraction that was received from an accident yet still found liable for for an accident. An extreme example of this is OJ Simpson. He was found not guilty of the murder charges yet was liable for damages in a civil court. Your name and phone number are not private information anyway, it can generally be found in your local phone directory.
