What is the name of your state? Nevada
If not at fault. How legally limited am I as far as a settlement on my car. Can I ask for more than what the insurance is offering? Should my insurance even be involved in the settlement? Are they allowed to charge me if I want to keep my "totaled" car?

*** You can get as much, or as little, as the other party is willing to pay. If too little , then you can get whatever is awarded in judgment.... if any.

"Can I ask for more than what the insurance is offering?"
*** Of course you can.

"Should my insurance even be involved in the settlement?"
*** Assuming that the other parties insurance will make you 'happy', there shouldn't be any reason to bring your insurance company into the picture.

"Are they allowed to charge me if I want to keep my "totaled" car?"
*** If you accept a settlement and if your car has been totaled, then they get the car. You are certainly free to negotiate a 'buy-back' with them.
