What is the name of your state? California

My vehicle was destroyed in an accident. The other driver was at fault & his insurance company is supposed to cover my losses. The insurance company sent me a form to sign the Title over to them, yet they have not offered me any kind of settlement yet. The letter said that I must sign the forms before the negotiation process can begin. Is it normal to sign over your title before they've given you any money? What should I do?

At the VERY least, you should know what they're offering you before you agree to sign the title to them! That's bizarre.
