small accident, no police report

Hi

I was in a minor car accident a few days ago. The car in front of me stopped short when it seemed like he was gonna go and I hit him. The only damage was to his car, it was a small scratch on the back bumper (looked like some paint was missing).

We went into a parking lot and exchanged information, however, we did not call the cops, so there was no police report filed.

What would happen if he put in an insurance claim? There's no police report...can't I just claim that he hit me? Because what does he have on me? Wow, he has my information; I have his. Is there any way they could find me liable?

And I think it's such a minor accident they wouldn't both doing like a paint analysis thing.
