snow plowed streets and car accidents

What is the name of your state? NJ
Question: If your township has not made an effort to plow/salt your street and a car going by hits your parked car in the street and leaves the scene, who is liable? The township for not clearing the streets?

instead of making the difficult arguement against the township why dont you make the simple claim against the driver of the car that hit your vehicle?
