Hit and Run, No Car Insurance, Police refused to report or do anything.

Someone hit my brother inlaws parked car at a laundry place in town.
And left the scene without stopping. The police were called to the scene.
My brother inlaw remembered the tag number. They were told that
the woman who hit the car Had No Insurance and the police
said there was nothing they could do about it.
The police refused to do a police report and refused to give the woman
a ticket for not having car insurance.
They said it was on private property and nothing can be done about it.
Even though the same thing happened to my father inlaw a year ago,
with the same police. They gave my father inlaw a ticket, he had to go
to court and pay a 195 dollar fine for the same thing.
But nothing happens to this woman for doing the same offense.
Something is not right here.
To add insult to injury the woman is calling my brother inlaw on the phone
harrassing him about it, saying she hit the car, it was her fault
but my brother inlaw should get his insurance to pay for it
because she does not have insurance.
I thought it was the Law to have car Insurance.

the accident occurred on private property. Your brother can still go to the police station and file a report.

then why is your brother in law not recording the phone conversations? And why has he not hired his own attorney.

When he went to the police station to file a report,
the police refused to. They said they were not going
to file a report. And not going to do anything about it.
