Statute of limitation to collect judgement

What is the name of your state?What is the name of your state? DC
I went to transfer my license from Md to DC and was informed that I couldn't because I had a default judgement from an accident that happened in July '95. I was told that I may be able to get it expunged. I would like to know if there is a statute of limitation to collect money from a default judgement? I knew about the accident but I never received any papers to go to court and today was the first I'd heard about it. The judgement is not on my credit report either. Also, can they withhold a driver's license because of this?
