A friend had an accident a couple of years ago which resulted in guardrail damage. All appeared to be taken care of by his insurance company at the time but he recently received a bill from the state for the guardrail damage. Is there a statute of limitations on the state making this claim or is the state exempt from SOL? He's having problems trying to locate all the files and paperwork on the accident(someone else driving his truck, defective tire blow-out) and I thought perhaps if the SOL ran out he could forgo all the searching.
