| Statute of Limitations on Paying Judgement

We just now found out that my mother had a car accident in 1998 and the other party ( a 20 year old girl ) was at fault. The $3000 judgement was in my mother's favor. My mother never received payment and has since passed away, but it had been arranged that this girl can not get her driver's license back until the judgement has been paid. She recently sent a letter to the Public Administrator claiming that she has been trying to find the family over the last few years to make payment. She says she was instructed to pay at the Sheriff's office and was told that the judgement with interest is now over $6000. She is now claiming that according to the statute of limitations, she does not have to pay this judgement anymore. Is there a statute of limitations in effect here, and if so, can the judgement be extended? | 
To the best of my knowledge, unless it has changed recently, the SOL on judgements is 20yrs. in NY.
