my vehicle was stolen, and the insurance company is offering me the blue book value ...
I still owe the bank, can I request a car instead and continue to pay the bank?

BUT DO I HAVE TO ACCEPT THE MONEY THE INSURANCECO IS OFFERING OR CAN I REQUEST A SIMILAR TRUCK. AND CONTINUE TO PAY THE BANK

You can negotiate the best deal you can with the insurance company. You will then have to pay off your current loan if there is enough in the settlement. You can then look for another vehicle and yes, your current bank can finance it. The insurance company nor the bank have to give you another vehicle nor offer financing for the vehicle. It is up to you to find another vehicle and obtain financing for that vehicle.
