What is the name of your state? Illinois

Per Illinois Insurance Code 215 ILCS 5/154.6) (j) wherein it states
" attempting to settle a claim for less than the amount to which a
reasonable person would believe the claimant was entitled, by
reference to written or printed advertising material accompanying or made part of an application or establishing unreasonable caps or limits on paint or materials when estimating vehicle repairs".

Exactly what is this saying?

It basically says you can't short change some one on your settlement. You settlement should, at the very least, cover what an "average" person would consider reasonable repair costs.
