My response:

I presume you mean the Federal Government, as opposed to State Government. If the former is true, then you have 2 years from the date of the incident to file a Federal Tort Claim.

My response:

First, you need to determine "Negligence". You say he was struck by lightening. Please tell me, in what way would the U.S. Government be responsible, and negligent for, a natural occurrence? Normally, Acts of God are not actionable.

first negligence of the goverment is no doctors there can help him they also say the budget is under and they cannot afford to send him to a specialist for this field, and little by little putting him on a back burner when he is disabled from this accident and telling him there is no more they can do for him. he lives in chornic pain everyday, there are specialist out there that can help him, they just put him on more pills and say lets see what this does, yes i feel the goverment is responible for him and paying all his medical bills which they have so far that they feel is needed but to say the budget is under right now, no they owe him he has given them 17 years of service and they are not giving anything, plus i went to navy relief and they would not even help us the navy has put a very sour taste in my mouth where in the past i have always stood behind them. plus i have suffered and our children mentally from all of this. sushi in florida
