Time limit to pay claim?

What is the name of your state?What is the name of your state?
Pennsylvania
On March 11, 2005 I was rear-ended in Philadelphia, PA. The car that rear-ended me was registered to the Archdiocese of Albany NY, which is self insured by Mitsui Sumitomo Insurance Group. Their headquartes are located in NJ. The claim is being handled by their office in Ohio. Q: Are there any laws in any of the mentioned states that limits the time that a claim must be paid after the vehicle is deemed a total loss, the Respondent has possession of the vehicle, and the vehicle title?
