Traffic Signal Change

What is the name of your state?
Virginia

Should DOT be liable for installing warnings at a new traffic signal when the light patterns have been changed. I have been driving the same route for the past 32 years, traveling west, turning left onto Main when the light is green. Last week I discovered, after a major crash, that I could no longer turn left with a green light. I had a yielding green and the motorist traveling east also had a green light. There was no warnings posted that the light patterns had changed. Since the installation of this new light two and a half weeks ago, there has been 13 crashes at this intersection and numerous "near misses".
