uninsured but accident was not my fault; arbitrator involved

What is the name of your state? Illinois

As the title states, I was in an accident that wasn't my fault. I was so mad that the wrongful driver didn't admit she was at fault that I mislead the police officer into believing I had insurance. Several mon ths have pasted and I have received a subpeona to appear in front of an arbitrator. I am willing to accept whatever punishment I'm due for misleading the officer and/or state, but I refuse to pay the wrongful driver 1 cent. Do I have to appear in front of an arbitrator even though I didn't agree to do so? I believe my debt is to the state of Illinois not the wrongful driver. Please advise.

You received a subpoena. What do you think you have to do?
