I was told that there is a law saying that if you are uninsured, then you are automatically at fault. Is this true?

Nope, not true. The at fault party is still liable for your losses. But when the state finds out that you were driving uninsured, and the insurance company will let them know, you will probably have your driving privileges suspended and will require an SR-22 filing to get it back.
