Who pays the deductible in no fault state

My husband recently had a car accident in MI. He was issued a ticket for making an illegal U-turn. Our insurance did not have LPD or mini torque (SP?) coverage. Now the other party to the accident is telling us if we don't pay his $500 deductible than he'll take us to court.
We had an accident a few years ago and even though we were not at fault for that one we still had to pay our own deductible. What are our options here? Are we responsible for his deductible in a "no fault" state?
