What is the name of your state? California

I was driving west on a two lane boulevard, in the left lane. A woman was stopped at a stop sign on a side street, facing south, perpendicular to the boulevard I was on. There was no stop sign, street light, etc. for me on the boulevard at the crossing of the street she was on. I guess she didn't see me coming and pulled out into the boulevard and hit me dead center on the passenger side of my car. After we made sure no one was injured she and her mother were trying to say that I was at fault. Can they get away with that? And will they be able to drag out the claims process by saying that they weren't at fault?
