what is the name of your state? minnesota, 2 car accident. car 1 was eastbound. car 2 was westbound. car 2 had just gone through a green lighted intersection. 200 feet after car 2 went through the intersection car 1 made a left hand turn across north lane in front of car2. car 2 had icy roads and oncoming traffic in the south lane. no way to stop and no way to turn away. highway patrol cited car 1 with failing to yield. car 1 negligence. however car 2 has no insurance, does negligence change?
