Who's responsiable?

What is the name of your state? PA

I was at work parked in the parking lot and in a storm the roof blew off the building and damaged 90% of the cars in the lot; Thier insurance co says there is nothing they can do. Who is legally responsiable?

Keith

Did the people who own the parking lot cause the damage?
