Whose fault is it at this accident

I lived in California, yesterday afternoon, I had a car accident.
I was going straight on the freeway, and the other car merge onto the freeway and his car suddenly spin. His car stop in my lane and I coudn't stop my car even though I fully brake my car. We did call police but did not get anything from police. I also did not collect any witnesses' information. Is is at my fualt or at his fault? Is it possible it end up with I pay for my own damage?

what part of the other car did you hit? barring the other driver changing their story, you don't look to be at fault.

His damage is in the driver side's door
Mins is at the front bumber and intercooler
