an 18 y.o. with a credit card.

this question is regarding canadian law.
my friend lost her job and needed money so she applied for two credit cards.
now she can't pay them off, but she's only 18 so is it her fault for applying for the credit cards or is it their fault for not checking her age and giving her a credit card at 18?

It's her fault for obtaining credit cards she knew she couldn't pay.
