auto insurance

What is the name of your state? New York

My son canceled his auto insurance because he couldn't register his car. The insurance company charged him a cancellation fee, which I paid after they sent his account to collections. I spoke to a collections representative and he told me they hadn't received the payment. I told him I would send a copy of the cashed check. He then told me that my son would still owe approx. $100. When I asked him why, he told me he is being charged the amount "he would have saved if he had insurance through Progressive Insurance." I was floored! Is this legal? Or is this extortion. They have ruined his credit and basically, will continue to do so if he doesn't pay up! What can my son do?
