I have an agreement to pay my business card account 170 a month, but they seize all my money after I deposit over 5000, can I get my money back? and is this illegal?

If they had a judgement against you, then it is perfectly legal. If your credit card debt is with your bank, then this is also legal (right of offset). You will most likely not see that money again.
