Bank wire transfers fees charged to clients?

Hi, everybody.
I have this question:
Is it legal that services providers charge their bank wire transfers fees to their clients?
Isn't it unfair that, in that case, the clients have to pay twice: one to their own bank as originators of the wire transfer and, a secon one to their services providers' bank?

It is standard practice to charge on each end for providing the service at each end.
