Can't get Condo Owner to pay dues

We have a Condo owner in our building who refuses to pay the dues. They owe 9,000. We have a lien and won a judgement three years ago for 2500 which they never paid. We only have six units in the building and we are facing bankruptcy or assessment for the other owners. What do we do now? Can we try and foreclose on the unit? We are in california.

Doesn't the HOA have an attorney? The lien should have been forclosed on soon after the judgement was entered.
Apparently the Board/HOA has no clue.
The CA State condo laws are strict.

Thank you for responding. The whole point of asking was because the Home Owners Association does not have the money to hire an attorney.

My response:

Your post makes no sense. You say the "whole point" of your post is because the HOA doesn't have an attorney. But, your initial post asks if you should foreclose on the Condo.

Foreclosure procedings require court filings, and the possibility of litigation. Therefore, and even prior to your initial post, you knew that you needed an attorney. And, if you don't have the money for an attorney, how would you be able to afford to pay for the foreclosure proceedings and the very real potential of litigation by the Condo owner when she begins to fight back ?
