Cash Advance Payoff

I have had an account with NextCard for quite a few years, and recently was in need of a small amount of cash, so I made a withdrawl from an ATM. Upon reciept of my monthly bill I noticed a 24.9% interest rate on cash withdrawls, I contacted customer service and they informed me I could not make a one time payoff payment to the cash advance balance, and that I would have to pay off the purchase balance before I could make any extra payments to the C/A portion of the account.. Is this lawfull

Yes, it's legal .Read the agreement with Nextcard.
