if i am able to arrange a settlement on a "charged off" collection account, how would this appear on my credit report? would the deliquent payment history be removed? would it still show as a negative item that was settled?

It would show up as PAID/SETTLED the payment history would continue to be reported just as it is on any other closed credit account. You will also have a tax liability of the amount of your settlement discounts the bill in excess of $600.
