Charge-off, False information

I truly hope someone can help me. I had an account with ( no name). This account was put into a debt consolidation program with (no name). Until recently I have found out that (no name) never accepted the proposal from (no name). But they were accepting my payments. I have now been told that my account is now a charge off. What is a charge off?. I did not receive any letter from (no name) stating that there was a problem with my account or my debt consolidation program stating that the proposal was not accepted. I did received a phone call from (no name) and told them that I was in a program. I was told they needed a proposal and I in turn forward the information to my debt program. Now I have been receiving harrasing phone calls from (no name) stating that they now have my (no name), they are going to garnish my check,serve me a summons on my job and take me to court. This was all in the first phone call. I stated to (no name) that I did not know what was going on and needed to speak with my debt consolidation people. They told me they were not willing to work with them, did not care about my sad story and were going to sue me. They told me I could pay the debt off by giving them my credit card information over the phone. I told them I needed something in writing because I did not know who they were. I need help. I feel like I have been taken advantage of. I do not know the law and would like some information. All I am asking for is some guidance. I know I am not one of your clients, but please help.
