collecting judgement in another state

I have a sizable judgement against a former tenant, who has since moved out of state. My state, Alaska, allows me to lien and sieze his IRA's, 401ks ect. The state he now lives in, Washington, does not allow the same types of liens or siezures. Which state has jurisdiction, the state which he commited the fraud (my state) or the state in which he now resides?
