companys sharing cc#?

sorry this has nothing to do with bankrupsy but this is the closest i can find to the topic...

my mother recently bought an item off of tv.during the order of this item she was told that a company would be sending her a free cd player and that she will have to cancle after it got there to avoid charges. she explicitly told them no and she didnt want to have it done. they told her she had no choice and that it would be sent anyways. well it never came. and a few days ago she found that some company she never heard of was charging her bank acount 15.00. she called and had to fight to get her money back. but she got it. my question is: does this company still have the right to share her credit card number with another company and does this company still have the right to charge it? seems to me that this is credit card fruad since she explicitly told them not to send anything. is there anything we can do about this???if so who should i contact. what should i do? any information would truely be appriciated
