credit card billing to "current address"

My Credit Card company isn't sending me billing statements
at my current address.

At the time I got the card, I was living in Nevada, I am currently
residing in the Philippines. For the past year, I have not been recieving
statements from them at my current address here in the PH which I know they
have on record. That didn't worry me too much coz I assumed they were sending
them to my daughters address (which I've had them do before). I recently
called them from the PH to inquire as to why they were wending me a form letter
saying that the account number I was using to make payments was not correct,
I send the payment money to my daughter and she send it to them (they changed
it after last year some fraudulent charges were placed on it). To my utter disbelief,
their representative stated that they were not sending me statements because they
had no current address for me (yet they keep sending me these form letters). When
asked if they had my address here in the PH they said yes, but that they do not
send things abroad(yet they have sent them before, the last one dated in May 2002)
the original balance has gone from $1400 to $1800 (Charges they've imposed).
I've checked the FCBA (fair credit billing act) and it states that they are required
to send me those statements at my current address.
Are they in violation of the law? and can they place additional charges without notifying
me via the statements? Even if my address in in the PH, are they still required by law
to send the statements to me? I don't want to give them my daughters address coz I don't
want them to be bothering her.
They are basing my minimum payments based on these additional charges which make those
payments higher than I can afford. Do I still have to pay ANYTHING until they send me
those statements explaining what charges are there and what those carges are for? My
balance should be below $1000 (based on regular payments I'be been making for the past year)
with payments calculated on that. Which I will pay, but I don't want to pay what THEY say.

ADVICE PLEASE,,,,,,,ANYONE????

Just knowing what the FCBA says is not enough. You must take action. Look at the back of an old statement and you'll find an address for disputes using the FCBA. You must send the letter to this address. I'd mail it CRRR.

Thanks bigun, I was planning on doing that. But just so I have some ammunition to work with in that letter, am I correct in assuming that (according to the FCBA) that the "physical" location of my address is irrelevent? That they are required to supply me with those statements regardless? I also plan on sending to the CEO also using planetfeedback, if I load these letters with "ammo" I'd like that ammo to be "hollow points" and not "blanks". I'm trying to find that "ammo" I need in MY favor in case this turns into a "pissing match".

I've never seen anything in the FCBA that states an exemption if the consumer lives abroad.

thanks bigun, I'll get stated on this in the morning (it's after midnite here) and I'll get my daughter to do the CRRR (can't trust the mail system here IT SUCKS). If you come with anything else that would help, let me know. Again thanks.
