credit card charges

Pennsylvania
I just heard from a friend that Orchard bank and another one r charging 35% interest on a $300 credit limit. Also the yearly fee is outrageous. This is ridiculous! The payments r made regularly.
These kids were advised to pay it off and cut up cards- close the accounts!
I do not think they took advice, the wife said we need to pay it off slowly to build up credit.
