cREDIT CARD DEBT

Have a credit card debt of $4900. 3 months behind, card cancelled, account referred to collection agency. Collection agency wants 10% of debt in 24 hours to avoid suing. They say this is necessary because, they have had the debt for more than 7 days. I can not afford to give them 10%, but willing to give at least 5% and work out payment plan. What do I do? State of Maryland.
