What is the name of your state?Florida

My mother passed away in June and after her death we discovered a credit
card in her name only with a balance of almost $13,000. Unfortunately due to her death the monthly income has been drastically reduced and there is are building medical bills.

Is my father responsible for this debt even though his name is not on the card? If so what can they do if he can not pay, judgement, lein? Would it be better to attempt to make arrangements with the Creditcard company to settle for a portion of the balance?

Florida is not a community property state. No, your father is not liable for the debt UNLESS he signed the credit application.

But --- debts of the deceased are payable from the estate of the deceased. Assets are distributed to heirs only after payment of debts.

Think about assets for a minute. Was there a vehicle or real estate in the name of the deceased? If so, you should consult a local attorney experienced in probate.
