What is the name of your state (only U.S. law)? Texas

My question is about "credit card fraud laws", Does these laws protect the people who is not citizen in The United States.For example if the victim was from Africa or somewhere outside The U.S.Does The U.S laws protect the victim against the stealer?.If the victim is not a citizen but the stealer is a citizen.

Is the person who is not a citizen of the US living in the US or in another country?

A US citizen who commits a crime against anyone can face criminal penalties in the US under US laws.

Yes, the person lives inside the US.
Is this includes if The stealer did a fraud crime against non citizen?, and what should a non citizen do against the attacker?. Does he need to come to the US. to do a report like a citizens or what ?.

You can report all US crimes committed against you by US citizens to the proper authorities in the US, this whether you live in the US or not. And, if you live outside the US, you can report all crimes committed against you to officials in your own country, as well.
