Are their laws about solicitation that credit card issuers have to follow concerning minors?

I would suggest that you shred the solicitation to avoid possible identity theft.
Also, you should pull a copy of your daughter's credit report to make sure that her identity hasn't already been stolen.

Thanks for that advise, I did contact the credit reporting companies and was told that since my daughter was a minor they could not help me as they do not keep credit reports for minors. Don't that beat all!

HOWEVER, that is false in your daughter's case. That is why she got the offer.
