credit inquiry dispute

What is the name of your state? NY

I have a hard credit inquiry on my credit report that I did not grant permission for.

what is the best way to dispute this with the credit report agency?

I assume that since you posted on a collections site that, this is a collection agency. If the ca is has a debt of yours and they are trying to collect then, they do have a permissible purpose.
