mother has creditcard debt, if she were to pass are family members responsible for the balance?

No. Not unless they signed on to the account to have that responsibility. Of course, the creditors have claim on what remains of the estate.

Only to the extent that the estate has to pay debts before anybody inherits anything. If the estate doesn't have enough money but has assets those assets will have to be sold. If the heirs don't want assets sold the heirs will have to come out of pocket to pay the debts. If the estate has no assets then the creditors are out of luck.

So, indirectly, the family could have some obligation to pay if they want to preserve the estate for themselves.
